Question about one second global cooldown.....

I quit playing beta about a month before open beta started and here is my question....

does this apply to insta cast damage spells?

I remember having my mage with 3 or so insta casts you could just spam ( they had individual cooldowns) after casting the arcane missles and longer casting nukes....   does this mean that now you have to wait a second before casting another insta cast????
