For me personally, lotro already beat wow a long time ago. If you're talking about subscription numbers, I have to say I dont care at all. When it comes to the games I like, the only opinion that matters is my own. So yeah, it already happened. Lotro has beaten wow. Game over.

Nobody is going to beat WoW's top sub numbers in the West any time soon. There are alot of games in the East that've already beaten it, but nobody is going to come close to WoW. Most poeple who play/played are not MMO gamers and some of them hadn't ever really played any game, that was Bejeweled, before WoW.
The only game that even stands a chance to come close, will be Blizzard's next MMO. Even there, I doubt it.
Greater accessibility.... only problem, WoW is already kinda king in that department (seriously, can you make an MMO easier to get into and do stuff than WoW and keep it interesting? Other than that, balance of hardcore and casual content (yeah, good old perpetuum mobile kind of undertaking) because all those 10 year old kids, clueless housewives and grandads that started their MMO careers with WoW need to graduate and move on to more serious MMOs.

I don't think you can ask a question in those specific words and have a serious discussion. I think that only if "beat WoW" is further defined/specified that only then can a fruitful discussion be had.
Asking if something "beats" something will never have a universal answer and will thus can hardly be proved. Does Coke "beat" Pepsi can't be answered except on an individual level. Does Coke sell more units than Pepsi in a year can certainly be answered though it doesn't infer which one is "better" as again that is up to the individual.

1.) Said game must be a high-quality production, like WoW was/is. It may not be the most creative game, but it's quality built.
2.) This is the biggy: Game MUST have more to do in the world. WoW's big failing is the lack of options at end-game. There is practically nothing to do outside of raids and BGs/Arena. The crafting is horrible, there's not much point in running the dungeons once you have a set of gear and are level 80, and there is just literally nothing else to do. I suppose you could grind for gold, but there aren't many uses for it. Anyway... lack of stuff to do is why there's hundreds of people sitting AFK in Dalaran all the time nowadays. The only real thing to do once you are bored is achievement grinding, which is pointless for anyone except the obsessives.
It really only needs to come out with the identical rules system, and a completely new world. And of course an equivalent client.
The new content combined with the familiarity with the way things work will make it a no brainer to switch over. People are waiting for more fun.
Once everyone is exploring the new content, they won't feel the need to go back as they are already in their comfort zone.
What game companies try to do is offer 80% of what WOW has and hope that will be good enough. They also hoped that when they tried to beat EQ. That doesn't work.
That being said, i am playing LOTRO and see no need to go to wow. I will eventually tire of LOTRO and then go back to COX.

Well, people have already pointed out the problem with the question of "what does beating WOW mean?" but the basic answer would be: Everything WOW does and a good bit more.
It will be hard to beat WoW because it is so close to perfected in those ways tha really counts. But still, it can be done.
My personal opinion is that WoW is lightyears in front of other MMO's in one certain part that many players AND gaming producers fail to fully understand;
World of Warcraft is TIGHT to play! When you play WoW you get the feeling of being IN control of your toon, not sending orders to a toon. This is the main problem for most MMO's, especially Lord of the Rings which is the main contender to WoW. The 'laggy' control of the toons in LOTRO makes the game close to unbearable, sadly enough. (I am playing it right now as we speak)
Blizzard has said that other gaming companies need to stop copying WoW if they want success. Allright, that is a truth with modification; Blizzard did that, they copied and then they polished it and voila; a near perfect product. It will obviously benefit Blizzard alot if other gaming companies tries to be different than WoW rather than better... If any other gaming companies ever want to try to beat WoW in popularity and being 'better' they need do the same that Blizzard did. And that game really need be as tight as WoW or else it will fail.
Someone here said that there are MMO's that are bigger than WoW. Which is WRONG. Theres no game coming close to WoW's subsribers. WoW has roughly 12million subscribers, number 2 is at 1 to 2 mill. Which is not even close to be comparable.
The day the WoW hate stops, maybe the rest of the MMO world are being able to open their eyes so they can understand that they need be better than WoW, not different.

Truth be told in some ways it does make some difference, have you ever played a game that is far too lightly populated? It kind of points you to the fact that when it comes to mmo's population does make a difference in general so from that it's up to each individual user to determine what factors decide how they feel about that.
I for one had a hard time getting into LOTRO at first because of the difference in population from WOW, which literally had so many players anytime you felt like doing something you could find people to do it. That's just not the case with most games and dare I say I went months before finally being able to find people willing to run some of LOTRO's lower level instances as I came on much later when they weren't new to anyone other than those new to the game.
I think other things factor in the desire to see another mmo put up wow type numbers, for some it's validation of what they may feel, like mmo's being a viable powerhouse and not just some sort of niche market with the exception of the juggernaught that is wow.

Laughable (in)activity. This easter I played EQ2 as well, and it had more activity than LOTRO. Well, I saw maybe a couple lowbies when I levelled to 14 one night. If that is called acitivity?

And while a) is nigh impossible to accomplish (WoW has like 5-6 years worth of content under it's belt... good luck beating that with a new game)
b) is feasible, and not that hard to accomplish. To most people "new" is also more fun, because it's a whole new experience.
