Ok, i will not go much into details, i will provide a website where you can find all the information.
The best proper FULL ROLEPLAY game i ever tried is GTA SAMP on Los Santos RolePlay Server

You will need GTA San Andreas game to play on this server (if you download it from torrents it will also work)
Basically on server there are many Factions you can roleplay Police Department, Sheriff Department, Many Gangs, ect. Infact you can create your own faction, it will be unofficial and if admins think your faction is good enough you can get it official receieving faction vehicles for example of faction colour ect.
You can roleplay pretty much whatever the fuck you want.
