Difference between Enforcer and Criminal

Can any one explain the main differences between Criminal and Enforcers?
I know Criminals can ram raid and mug people and Enforcers can arrest criminals that's about it though, are there any more things that are difference?

Without going into detail to uphold the NDA, the way you progress, how you obtain and accomplish missions, is different. Factions also have access to different vehicles and weapons depending on which side you choose.
