The game is created in a way that you don't need to have <100 ping (0.1 seconds) in normal gameplay.
I actually calculated my ping from Japan once, and it was somewhere around 250 (and I live at the other side of the world, pretty much). Doesn't make a difference.
That kind of stuff is only important in games where there is PvP and factors like aiming included.

Didn't they say that there will be some sort of PvP? If I remembered correctly, then ping would be a huge factor. Then again, I could be wrong.

That definitely depends on the PvP mechanics.
If it was like WoW, or CS, I'm sure it would.
However, the mechanics do not really favor twitch button pressing more so than they favor strategizing. Think, chess.
I can only say for certain that the server location had no effect on the PvP in XI, much for the reasons above. And yes, it was still exciting in it's own way.
