Hey, I'm looking for a game for over the summer. I do NOT want a grinding game. I want a fun, more quest/party based game. Any suggestions please. Also, a free game would be preferred, but I can get a pay game if it is good enough.... thanks!

I wouldn't suggest playing F2Ps since MOST of the good ones take ur money through cash shops, and u can't be a "good" player without buying crap from their cash shops.
Dungeon Fighter Online, Mabinogi, Dungeon And Dragon Online. All 3 are party-based for the most part of it. New players in Mabinogi will need to invest a little more time in-game though to learn the ropes and everything else but once that's done, it's just awesome. (It's a hybrid between Sandbox and Themepark, can't go wrong with that :P)
As for "F2Ps stealing your money", it's completly optional in all 3 games and not using Cash Shop does not mean that you are gimping yourself. That said, you may need to grind a lot in Dungeon&Dragon Online if you wish to gain enough Favor Points without paying a dime (Cash Shop Currency: Favor Points) as most of the content past level 4-5 requires you to buy them (They are divided into zones that you must buy)
