Unfortunately there is no zone that's guaranteed to have wood (withered arbor) in it when you're running through. Is seems to be the second most popular tier 1 resource besides dens (which gives skins) and as such ppl will do anything to gather it. What most do not understand however is that there are a fixed amount of spawn points for resources in a zone. So while they're desperately running around looking for wood or skins, they're neglecting the roots, gardens and fishing spots. So after a while the whole zone contains nothing more than those three resources. And nothing else will spawn untill these are cleared. So the best advice I can give is to gather everything you can get you hands/paws on and hope for the best. I used to have a standard run: I began in Sunken City, wen't to the Graveyard (even sneaked through the higher level part, died a few times gathering wood, but I did get a skill-up ), back to Sunken City, the bell to the Ruins, the gate the Sprawl, back to the Ruins and start over again. Most of my skills are now in the 50's, except foresting (42) and trapping (28, but don't care about it). But once you get to 40, you're set to gather from the commenlands. It took me a few days of casual gathering, so good luck!

I first made paper in 3rd grade :P (true story), of course the supplies were given to us, we didnt have to run around the world looking for spawns.
You can buy shaped paper from your crafting org if you wish to forgo this hassle of searching for wood. Although I highly suggest that you raise your skill above 40 anyway so that you can gather wood from the commons.
BTW, roots make paper, not wood. The wood you will use for quills.
