FPS problems

hy, i ran APB on winxp 32 bit with 30-50 fps on low graphic settings in 1440x900, but today i installed win 7 ultimate, ive installed all drivers too, but my fps on the same settings never go above 30 and sometimes drops down to 10, wich is ridiculus according to the fps rates on xp.
system spec:
AMD athlon x2 5000+
ATI HD 3650 mb512
4gb kingston ram
if anyone know why is this, pls post.
