It's not even a server cluster, more like layers on the same server. During developement they said it was needed for balancing the persistent pvp part for the engine. So beyond that part (Fusang) it's practially one server with a couple layers which you can switch any time. You can chat, trade, group up, do dungeons etc. with everyone in the game, you can do the non-persistent, "battleground" pvp too, just not the persistent one, that's limited for those with the same home Dimension.
And the game does a lot of switching for you (for example if you group up with someone in an another Dimension, after the next loading screen you'll be moved onto that layer automatically), but of course you can do it any time manually too.
Outside Fusang all you notice from the tech that in chat some people has a * in front of their name, indicating they're not on your current Dimension. Plus when there's an event in London for example, and you can't see it then you need to switch. And that's why it's more convenient to roll the character on the RP Dimension if you plan to attend a lot of events.
