question about the abuse of the customization tools

Hi.

I currently don't play APB but played the beta a lot. I was wondering: in the beta version you could every now and then see people drive around with cars that had for example a swastika on them or who designed clothes with a swastika armband, and designed it to look identical to the one used by the nazis.

Do those people get banned in the current game, or is it considered to be part of their creativity?
