There are no official forums, and most likely won't be.
There is however a Player's Site which they are beta testing along with the game itself. Seems like some kinna XIV-Armoury or something, you can blog there etc.
Unofficial sites are much better though. Less stupidity and trolling (we still remember why Blizzard wanted to implement RealID don't we?)

They could post some relevant info that other sites like Massively does, like that phase 3 is about to start soon and so on.

I personally have started avoiding the core sites after their little selling beta keys mishap.

Earlier this year, Zyuu, the owner/admin of FFXIV Core was caught with his pants down trying sell beta keys (that he didn't yet have) for $100 a pop. For some mind boggling reason the Curse Network and the FFXIV Core community didn't think that doing this was a bad thing and all he got was a little slap on the wrist from Curse, and a big fat 'Awwww....everyone makes mistakes' from the FFXIV Core community. A lot of members did end up leaving the Core website over this, but there were obviously enough sheep drinking the kool-aid to keep things going.
There are some decent people/staff over at the Core, but the fact that they still continue to support a toolbag like Zyuu isn't very endearing and having someone like him still running the site doesn't make me want to visit there again any time soon.
I checked the Final Fantas XIV site but saw no forums. Does the game have an official forum?
If there isn't going to be one, it's no biggie IMO. Official forums generally offer little benefit other than a place for players to try to dictate how a game should be run.
