Beta application not working?

in Final Fantasy XIV

I applied for beta for Final Fantasy 14 a long time ago. Yet when I went back to the site I was able to sign up again. Wondering if it went through I tried again after I submitted the application and it let me do it, again. Is it not going through or are you able to do this multiple times?
