Basically, to craft something you'll need a recipe and the crafting materials. Some recipes are sold and some are dropped from mobs. It's not definite to say that one is better than the other but the rarest of the rare are raid boss drops. Things that can be crafted from recipes include body armor, weapons, soem costumes, and some accessories (rings, belts, etc).
There are NPCs that can use the recipes to craft but the standard bunch of NPCs can only craft for equipment up to level 80 (or maybe mid 70s) and there is no point now to use them like that compared to the distant past. To craft the higher level equipment, you'll usually need to recruit that NPC as part of your family and level them to at least 100. Most, if not all of the higher level families have already recuited all the crafters and have leveled them to at least 100 as some of them are very good fighters and support personnel. Another advantage of leveling your own crafter is so that you are no dependent on others to craft (due to potential trust issues).
There is 1 NPC out there that sells relatively high weapon recipes and crafts them himself. However, the selection is limited and it still requires hard work to get the materials. Also, access to that NPC requires finshing a questline that can be difficult.
An example of crafting a "high" level armor recipe (from a mob drop) involves:
1) Buying a fancy gem recipe from Karjalain (a NPC).
2) Collecting the ingredients and having a level 100 Karjalain craft the fancy gem.
3) Having a level 100 Andre (another NPC) take the crafted fancy gem as an ingredient along with other ingredients to craft the armor.
An example of crafting one of the highest level weapons in the game involves:
1) Farming for a Dragon Heart recipe. (drops from raid bosses)
2) Collecting the ingredients and using that recipe. (I'm not sure which NPC crafts it but I'm guessing Karjalain again)
3) Purchase the recipe of the high level weapon from a witch.
4) Combine everything together and have the appropriate NPC of the appropiate level craft it.
