Unofficial regional servers

Is anyone aware if there's a mouvement toward making some unofficial regional servers for those that might not want to be stuck playing with only a fraction of their server pop?
I know, there's an auto translation tool, but its not that great & some people are racist, like it or not.
Forget about VC too... Which is pretty much mandatory now a days.
I'm just asking, please don't flame. There's good & bad about both type of servers, regional or world.
Its just my preference from experience.
