I have to ask the question -- why would anybody in their right mind put in a class that has no downside other than a little time lost, and everything to gain in success?
There is no mitigation to thievery other than "bank your stuff", so is this yet another feature that SV put in, without much thought into it?

What was the downside in Ultima Online?
There really wasn't a downside, but on the other hand people carried locked boxes, layered their backpacks with crap, etc.... to dissuade thieves. There was a way to combat it, though not very elegant and I'd say, it was probably an imbalanced system anyway.
The locked boxes themselves could be stolen. As for the layered backpacks, MO is likely going to implement a UO style inventory so that is a real possibility to counter thieving there too I would guess.
The system is plain retarded, sorry. I do not wish to lose my stuff to someone who have zero risk trying to steal them. It would be fine if they had to pay a small fee or chance to go red when failing, but noo... kinda carebear system.
We're getting the UO style inventory system. So won't it be just like UO?
UO's system wasn't any good either, to be honest. It had thievery but it was more useful in a combat sense, especially with hiding/stealth skills so you could take a mage's reagents mid-fight. This is not really a possibility with MO.
And no, you couldn't steal locked boxes if they were above 10 stones, and if you had 10 items in there you'd easily be well over that. UO style inventory does nothing to satisfy the problems thievery has now, and will continue to have whether or not the new inventory system is in.
Personally, I hated UO's inventory system, it was far too problematic and annoying to manage, and I prefer slots anyway. But that's me. I don't like dragging everything to my backpack, a single click will do.
wile i dont play a thief and pretty much dislike anyone that does i would not take it away from the game. i would however tweek it so that snooping only showes a "sanp shot" of the target's inventory instead of live stream.
Thiefing simply adds depth to a game that currenlty severaly lacks it. sure, as a thief, you risk nothing and you only reap rewards but you still have to spend quite a bit of time waiting arround trying to find stuff to steal. then most of the time you get guard wacked. after that most people know you by name and have to either pray on new people or roll a new thief. as a known thief nobody will trade with you and most guilds wont allow you to join them. it's not all gravy.
i personaly like having to watch my back every time i'm in town. it adds a much needed sense of suspense and keeps you on your toes. you are never truly and completely safe in MO just like in the real world. all in all it's mostly a greefing tool but without it this game would be extremely booring,a nd that much more shallow since there would be absolutely no danger inside cities.
