FFXIV - Client Optimization?

Does anyone else think it's a bit poorly optimized? I dunno if my computer is just bad but getting 11 frames in town is kind of annoying.

Specs:

AMD Athlon 6000+ 2 x 3.1ghz

4GB ram

9800gt overclocked

Anyone else getting low frames? oh and It's on the lowest graphical settings.

18-23 frames while doing leve

8-12 frames in towns and at crystals.
