SV has given this explanation of the new fishing system - part of which will be implemented in the patch tomorrow, the rest of which will come in a later patch.
Here is the gist of the system:
This is a description of the first iteration of the fishing system (introduced in this patch). Below you will find a quick guide to get you started, and if you continue reading you will find more details on how fishing works and what is planned for the next iteration (next patch).
Goin’ Fishing
To start your fishing career, first get a Fishing Rod from a utility vendor. The Fishing Rod is equipped just like a weapon (right-clicking on the icon). It will occupy both hands. When you equip the Fishing Rod, you will get the Fishing Skill (Primary).
Now find a spot of water, preferably at least a meter deep. Get your Fishing Rod out by entering Combat Mode (X). To throw, press and hold the Left Mouse Button, LMB, while aiming the direction and angle you want to throw in. The longer you hold the longer your throw will be.
If you are lucky, your angle will hit the water. If not, it will probably get stuck in the ground, or worse, hit someone in your vicinity! You might also hit water which isn’t deep enough, meaning your hook might get stuck at the bottom. To tug, click LMB. To reel in, hold the LMB for a couple of seconds.
If you manage to hit the water (and your angle isn’t stuck at the bottom), just be patient. Watch the float. If you are lucky, a fish will show interest for the bait by making a small splash. This is not the time to hook it though – you will have to wait for a large splash to do that. Be on your toes! If and when a big splash comes, you will have to react and press LMB immediately. If you are quick enough, you will catch the fish!
A pro tip: If a fish starts to show interest for the bait by splashing, you can tease it by clicking the LMB. Each time you do this will slightly increase the chance of the fish biting. However, every time you click there will be a short delay before you can click again – and if you are unlucky you will miss the actual bite!
Components
Fishing Rod
The Fishing Rod you use is what determines the maximum range of your throws, together with your Fishing Skill. In the coming version the strength value of the Fishing Rod will be very important.
Line
The Line is not a separate item in this first iteration; it is “included” in the Fishing Rod. This means your Line cannot actually break although you may get messages saying so. Furthermore the amount of line between your float and sink (fishing depth) is a fixed value depending on what Fishing Rod you use. In the coming version the properties of the Line will be very important, and you will be able to set the fishing depth manually.
Hook
The Hook is not a separate item in this first iteration; it is “included” in the Fishing Rod. In this version you cannot lose your Hook as it is a part of the Fishing Rod. The Hook has a fixed size. In the coming version there will be Hooks of various sizes.
Bait
For now you do not need Bait when fishing. In the coming version it will be possible to use virtually any item as Bait, and fishes will of course have different Bait interests. It is not possible to permanently lose the Bait in the current version.
Fishing Skill
You will learn the Fishing Skill when picking up and equipping a Fishing Rod. Fishing is a Primary Skill located under Survival. You train it by throwing your angle into water of appropriate depth, and of course also by catching fish. Your Fishing Skill determines the maximum possible range of your throws, and has an impact on everything from luring fish and response time to successfully unhooking a stuck angle.
The Fishes
In the first version there are around 10 different fish species to catch. The Fishes can be found at various depth ranges in the waters of Myrland. Right now all water spots contain the same species, however the total depth as well as your fishing depth will affect what you will be able to catch, meaning your fishing location will matter. All Fishes are more or less attracted to your “default Bait” which is included in your Fishing Rod.
(The coming iteration will include around 100 species, spread out in various locations and in many different ranges. All Fishes will also have individual Bait preferences, and Hook size will matter. Furthermore, weather and daytime will have an impact on the Fishes interest.)
Fishing
There will be several updates to the actual fishing event, the main difference will be the addition of actually struggling with the fish after hooking it. Your Fishing Rod, Line and skills as a player will have a huge impact on the outcome.

Honestly it looks like it's going to be the best fishing system I've ever seen in an MMO. It looks like it's going to feel like real fishing. (You can jiggle the line to attract more fish)
Thank god this is a first person game. It makes everything so more more immersive.

I think that making it a primary skill is a mistake. Plus, is there any news on the *uses* of the fish you catch? Like a cooking skill or in some kind of alchemy/potion making?

It is launching with no use. At a later time they will patch in functionality. Rumor has it that you will use it to supplement a cooking skill.

They probably should have added the cooking at the same time.
Basically fish are good to sell to vendors currently. A way to make money but no crafting skill tied to it yet.
It's always nice to see more sand in the sandbox, but I have to kinda giggle about their development roadmap. They are adding in a new skill that is basically useless -- it's not tied to crafting, to cooking, etc, it's just yet another way to make money. People will try it out and in no time flat be back to killing wisents to rake in the dough.
Ultimately, time will tell how the users react. I think right now it's a "well that's cool, but XYZ is still broken/unfunctional/etc". The game is still largely devoid of content, so this new feature is great, but doesn't tie into anything that actually drives content and progression in the game.
Ultimately, Henrik really needs to step down from his role and let somebody in there with some development roadmap experience. I feel at this point however, it's too little, too late -- and by the time the game is anywhere near what they promised with "epic" monsters controlled by the admins, amazing dungeon crawls, great PvP etc... there will be 20 out there to replace it. Time will tell, as always.
I suspect in a month or two, we will have some sort of hunger system along with cooking . Alchemy is also on the roadmap that could easily contain fishing finds.
All in all its not a terribly long time and stuff is being added very quickly.
We would have already had the cooking system in if it wasn't for the Epic patch. When epic released there patch SV changed there development roadmap to fast track the implementation of the new Epic patch.

Sounds nice. Still, a lot of it "in future..." "in the coming version...", and in my MMORPG gaming career I learned to look at the game the way it is right now, and not the way the developer promises it to be at some point in the future.
