How do you start Local Levequests?

I have been trying to start mine, but cant. I'm at the black bush right now not sure how i start it. When ever I go into my journal
and look at one of the quest I can never have accept the quest.
What do I need to do to start the quest?
I even spoke to the people I need to.

Locals are the crafting quests. When you go the starting location indicated in the journal and also talk to the person named in the quest, they will hand you the supplies to do the crafting. Read the text that spools when you talk to them.
Make sure you are the required class for the levequest.
After that, just click on synthesis in your main menu. This will open the crafting UI. Click on the top button that says Requested Materials. Then click on the levequest that you are doing...and the materials will fill in the boxes. Now click on the Main Hand button and confirm the next few screens and get to crafting.
When you have completed what needs to be crafted, go talk with the NPC again and you will get your reward.
Just be sure to pay attention to your chat log for instructions and updates on your crafting.

Don't hesitate to ask around in-game as well. I've found most people to be pretty helpful. In response to a "where is ____?" shout, I've seen several people say "Follow me." Good to know decent people still exist. :P

I've been bouncing between Besaid and Selbina. Yea, I've seen those responses too, but they are usually followed by someone else giving advice. But there's always that one guy who wants to be difficult. lol
