how do I find Uwilsyng?

I have a leatherworker lev in Ul'dah and I need to find the npc Uwilsyng in the merchant strip.  Ive looked all over I think but he isnt turning up.  Asked in /shout too.  Anyone know where to find him, or better yet know a better way to find them besides looking everywhere?

edit: found the npc by using a database site.  He was pretty well hidden back in a corner where I wasnt looking since I didnt think that was part of the merchant strip.
