I have heard there is a 48 hour lockout on Guildleve's but... they didnt say what that lockout entailed.
I assume there is some kind of limit, is it a certain number of leve's, a level range, or what?

As of now, you get to do 8 leves every 48 hours. The reset every 48 hours, or at server reset. BUT, they mentioned that it will be a lower cooldown for release. I'm guessing either one day cooldown, or 36 hours... we'll see.
Number of leves:
You can carry 16 on you max at all time. Of those 16, only 8 can be "Regional Leves." These are you basic combat levels (kill x of y, etc) and gathering leves (harvest x at y, etc). So you can fill this limit off with nothing but the combat, or nothing but harvesting type, or mix and match.
The other 8 slots are for "Local Leves." These are crafting leves (create x of y) and you can pick for any crafting class. They will also supply you with all the materials plus some extra in case of failures. I'd also like to add the gil and rewards for the crafting leves are awesome, though the items given are usually crafting materials. And they also tend to give you the recipe for some item of that profession.
Level range:
No level limit, though obviously the higher ranked (level) leves are opened up to you as you get closer to their level. But, even as a lowly Rank 8, you can attempt to take on Rank 20 leves if they're offered to you.
With these, you can only accept and initiate this limit of 16 leves every 48 hours***. So between then and there, you won't be able to start anymore. However, you can join another person or group that's doing their leves, and get partial credit for them. Of note, if the other person starts their harvesting leve, you'll still get partial credit even if you contributed nothing or even ran off to do your own thing, assuming you were there with them when they initiated it.
***The 48 hour limit is going to be toned down. Check out the recent "Beta = Release" thread as there is a post in there with a link to info on a release patch, and a basic breakdown by dreamscaper in there as well.

One last question, short of grinding, I assume other than Guildleve's there are other forms of advancement, I.E. Normal quests and such?
To be exact: 8 Fighting or Gathering leves and 8 Crafting leves per 48 hours.
This was plenty for me as i took one day for each 8 and then they already reset the next day. It's not like you grind out 8 leves in 1 hour. Realistically takes you about 3 hours to get the 8 leves and finish them. I also wanted to do other things in game like explore or craft things to sell.
If they reduce it to 24h it will become a real chore to finish them all in one day. Unless of cause you can play 10h a day.
There are battlewardens that show up at camps that initiate a sort of quest also.
The devs mentioned something about different cities, but you are currently locked to 8 per character, I think. In the future I think you'll be able to get more leves by travelling to multiple cities?

Come on be serious. While it would take a little while to do the crafting leve's, the other ones can be done 1-2 hours.
Open Beta didn't have that much content, so there was (and is) much grinding to be had. The main quest ended early on, but I'm sure will continue along with others for release. There are behests as well, which act like public quests from other games, but they only occur every hour or 30 minutes (? If someone would please confirm the time cycle on this, it'd be much appreciated!). We'll see upon release, since i'll be keeping my CE.
Of note, the main quests are sort of varied. There IS a lot of fedex, but the parts where you accomplish it through the use of emotes was interesting (and frustrating at times, figuring what emote needs to be at whom). I'll be interested in seeing what else SE comes up with (though I'm expecting a lot more of fedex and escorting, to be sure).
@Taus: I wouldn't be too sure of that. Duo'ing, my girlfriend and I averaged 7 minutes per leve. Doing four at Black Brush and four at Dry Bone, including traveling time, probably took us less than 2 hours. I'm not and it doesn't appear like I'll be able to reach a high enough rank to succesfully try the R20 leves in OB, however.
The crafting and harvest leves take the longest, however.
You get exactly 4 battle leves per city. unless you can teleport you will have to leg it to another city to pick up 4 more. Of cause you could do Rank 10 leves at Rank 20 but thats just silly.
I agree, if i could pick up 8 leves for my current Rank at one city, i could finish them in 2h.
There is a lot of travel time in the crafting and harvest leves. Leves at camps 10+ also are a bit more time consuming due to the flee and summon more friends mechanic.
I think the "story" quests will generally be noncombat. That way any class can do them.

In addition to regional leves and local leves there are also behests which are the quests from the battlewardens. There are the storyline quests. It is expected that there will be side quests. They have also mentioned faction leves and "tasks for the guilds" which may be another way of saying faction leve or may simply be more battle leves to choose from or may be a whole other category.
They also mentioned that they did intend for people to use leve linking to share leves so helping your friends is beneficial and not simply a waste of time. Also there are dungeon areas and other places to explore.
Also, for crafting you may find that you need a specific kind of crystal so you may find yourself motivated to hunt specific mobs to get that crystal.
It sounds like there will be more than enough to do.

99% of the haters wont play the game because:
a) They don't have the patience to learn a new controller scheme.
b) There will be no pvp to begin with.
c) There is no trade/general/world chats and normal people with social skills won't invite them to their linkshells.
d) The leveling is throttled so these jobless punks cannot easily outlevel everyone else and pretend that means they have !33t skillz.
e) They can't adjust the boob size of the cat girls.
f) They haven't figured out how to grief the folks who are happy to be crafting all day.

A lot of people already answered but don't forget to party up with people and run those leve's at harder levels. I try running them at 5 stars with a group for the money bonus. Plus it's always fun to have a challenge and the bonus money is worth the time. While doing leve's with my friends I can easily end up doing them for 5 hours straight. You just need to get a system going and good communication skills.

One question, are leve's like the fatigue system and based on your profession? (I.E. switch classes get more?)
you can't switch your own class to get more but there are currently two types of leves, the regional and the local which are separate sets of 8. The two types are simply targeted toward separate sets of classes.

Gotcha, have been doing a few of the crafting leve's and a couple combat ones.
Another question... currently the leve's just tell me the camps they are located in, but not the zone. I then have to google the camp to locate the zone and then travel. Is there a way to determine the zones in game?
Also... other than walking the 10 - 12 minute walk to each camp... is there a faster form of travel? I'm all for a nice scenic jog, but doing this 8 times a day with 20 minute or more of walking may get rather tiresome.

If you use the teleportation option you can figure this all out. Ul'dah is in Thalanan (sp?) And I forget which ones all the others are in. But just use teleport in the menu and use your anima, you can then get to the camps and back again quickly. It's about 4 anima for places in the region and 6 for out of the region. So say from Ul'dah to LL it's 6. But from Ul'dah to Camp Black Brush it's 4.
