Played the game for about a year, got to max level and found that there was no end-game (PVP zones in Sector 3 where totally dead). My questions are: has it changed much in the past 6 months? Is S3 still dead? Is there an S4 yet?

No...you hit the nail on the head. S3 is dead and no end game. Spend you money elsewhere.
