Hi. I'm considering to buy "City of Heroes Going Rogue Complete Collection" from Steam. Am I able to play on US servers by using that Steam client? I'm from Finland but I've heard the EU servers are pretty much dead compared to US servers so I'd like to start there if possible.

Hope this helps somewhat. It looks like Steam restricts it to the user's country of residence (red highlight). Maybe you can try buying through the NcSoft website. A quick browse of the CoH forum shows mentioning of Europeans playing on US servers.

Steam allows developers and publishers to change prices and restrict game availability depending on the user's location. This can cause some games to cost more than retail prices, despite digital distribution removing the costs of manufacturing, packaging, design, and logistics.[80][81][82]
Valve also restricts game registration to the buyer's country of residence. One example of this regional restriction can be seen where Valve uses Steam's authentication to prevent boxed versions of their games sold in Russia and Thailand, which are priced significantly lower than elsewhere, from being used outside those territories.[83]
Steam offers products in three currencies; US Dollar, Euro and Pound Sterling. The currency is selected automatically based on the user's location, and cannot be changed. Ah.... Just checked you go to the nCsoft store and pick "architect edition" and then click the little "US version also available" and then order... voila all done. if you have a trial account be sure to UPGRADE your account and not make a new one.

There are a number of Europeans on the USA servers. It just requres a little bit more fancy footwork on the setup. IIRC there's even an unofficial European heavy server, but I forget exactly which one. Triumph maybe? I'd follow the advice above and try and get the game from NCSoft direct.
If you are holding out for the perfect game, the only game you play will be the waiting one.
Ah yes ofcourse! So I should be just fine if I set up an account on NCsoft US and order the game from there.
