You can continue earning rewards even after GW2 is launch according to the FAQ. As far as how long it would take, I think that depends on how committed you are. Maybe someone who has a high score can share their experience. Generally speaking, as you gain more rewards and titles, the more time it takes to earn the next reward, why because some achievements are inarguably less time-consuming than others. You'd likely start off and finish the easier ones and earn rewards already.
I have 34/50 (and as I said above, over 3k hours) HOM Calc
So, would that qualify as a high score? What I said above was partly an exaggeration, but there are titles that require a lot of time to achieve. But if you are coming into the game for titles and titles only, then you will spend a lot less time than I have (as a side note, I started GW before there was such things as titles, and most of my play time is GvG).
My tips for new title hunters:
Start in Nightfall campaign, the early access to heroes will be a huge help. Alternately, start in Factions and then immediately go to Eye of the North after leaving noob island (Factions has the fastest early leveling curve, you can get to level 10 in a matter of minutes).
Its a good idea to learn your character inside and out before starting something as indepth as this, its bad news if you get to hard-mode and find you dont like how it plays.
If you are vanquishing, its a good idea to also map the area: scrub the sides of the map slowly and thoroughly, and look for tips on secret/tricky parts to maps on the official wiki.
Avoid the PvP titles, they take forever. To fill out the PvP title requirement, buy zaishen keys in the Great Temple of Balthazar and open the Zaishen chest for the friend of the Zaishen title.
Avoid the long time investment titles: Eternal Defender of Ascalon, Ale-hound, Mis/Fortune, and Survivor are all notorious time-sinks.
Defender of Ascalon requires one to stay in Pre-Seering and then allow monsters to kill you in order to level them up, it takes a very long time to do this.
Ale-Hound Requires 10,000 minutes of being drunk in game, and there is no longer any way to fudge the counter anymore.
Mis/Fortune require you to play games of chance, but these only appear during event weekends and it takes multiple events to get them.
Survivor is doable, but it requires great effort to not die before lvl20 and then about 12 hours after that of grinding a single mission over and over.
Take advantage of the bonus weekend events to help fill up on alliance faction points faster.
To earn the money for the weapons and armor, I would advise learning a farming technique. There are lots of farming opportunities for every class, you just have to put up with stupid gimmicky builds: 55Monk, Terra-tank, etc. To find some farming builds look up PvXWiki on google.
Mini pets used to be really cheap to buy, but now with the HoM announcement, their prices are sky-rocketing. The main method of acquiring them are through birthday gifts, so if you are new-new then you will have to buy them.
Hero armors are fairly easy to earn once you know how to obtain them, but learning how is more than half the battle in this case, it can sometimes require tremendously stupid builds and luck and a lot of repetition. Alternately, you can buy the armor fragments required to make them, but they were expensive in the past and may become more expensive.
For minis, hero armor, weapons, and sometimes crafting materials (required to make your armor) guildwarsguru.com/auction is your friend, because spamming trade channel for items take a long time, and buying from NPC vendors is expensive.
For just about everything, the wiki (press F10 to access it in game) will help you make it easier and faster. You can get lists of mini-pets, walk-throughs, armorer locations, etc.
I now have everything I want out of the rewards system
- Fellblade which is now a greatsword (I can't express how happy I am)
- A Raccoon mini-pet (Need I say more?)
- Rainbow Jellyfish (I like Jellyfish)
- Fiery Dragon Sword (A classic sword of GW that has been a long time fav of mine)
I guess the only thing left to do is to take advantage of this incredible demand for Hall of Monument items and sell stuff for twice it's original value in GW.

Before they stopped being available at the trader, sapphires had supplanted ectos as the most expensive craftting material. Ecots were 8k but a single sapphire was 10k. With diamonds no longer available at the trader, destroyer weapons will are now harder to make then torment weapons.
I currently have 31 points. So all items unlocked. Looks like I wont be able to add any more destroyer weapons (have 1) or be able to make vabbian armor. Also I half less than half the ectos needed for obsidian. Working on getting dervish through ebon vanguard primary quests so I can add Elite Sunspear Armor to HOM, That would gain me another point.
The ease with which predictions are made on these forums: Fratman: "I'm saying Spring 2012 at the earliest [for TOR release]. Anyone still clinging to 2011 is deluding themself at this point."

They are only "elite" in looks, and perform as well as any other high armor. There is also gaining titles, which I assume will net you the most points in the end. You can also deck out your allied heroes and you will get points for that too.
It's a combination of things. The link that cyphers has in his post a couple posts up should help you. Elite armor, maxed titles, completed campaigns and elite areas (such as DoA), certain weapons, different pets and heros, and minis, all of them put into your HoM will give you points.
Edit: and just wanted to add that you don't have to do everything on just one character. It is total of everything on your account. Only if you wanted to go after GWAMM would you need to do it one character (and if you are just starting out, that is not a title I recommend shooting for).

LOL! Its definatley a journey.... God Walking takes an extreme amount of time, patience and planning. Its not a title that you can buy it requires extreme dedication. Its totally do able in 6 months but plannning is the key and knowing what to take advantage of. You will need to learn the economy and have a way to generate income regularly. Stay away from high cost titles like treasure hunter, wisdom, lucky and unlucky. Watch materials prices and demand in the market place and set do titles in harmony with each other.
Most importantly take advantage of the special events and weekend events. They can speed up you progress greatly.

By far the easiest monument to complete is the Fellowship monument. It can be done with zero cost and mostly solo. There is only 1 challenge mission that requires you to team up with at least 1 more and that is the Glints Challenge mission in Central Transfer Chamber.
Obtaining the pets is easy enough. The only 2 that require special effort are the Black Moa (Completion of the Beak of Darkness chain) and the Black Widow (restore 1 of Grenths monuments for it to spawn).
So thats 8 points already
The next easiest is the Honor monument. You get 3 points straight up for linking 2 campaigns. There is 34 statues here that do not require you to spend a dime. There are 4 skill hunter titles that require you to buy skill caps. I recommend you do these because they are stupidly easy and in Hard Mode the Bosses may drop Elite Tomes. The remaining money ones are: Lucky, Unlucky, Alehound, Party Animal and Sweet tooth. The only other is the PVP statue. You can unlock this by pvping for titles or just earning keys for the zaishen chest.
This will be the most time consuming monument. Save your money and don't buy keys or lockpicks. you will need the cash later.
There is an easy 14 or 15 points here depending on what ones you choose.
The Devotion for a brand new player will be tough. However there is a heap of 1st and 2nd year minis out there that are doubles. If you are quick you could pick them up cheap and maybe get 20 in the hall. If you manage to get a purple and a gold one well thats an extra 2 points.
Best case 5 but lets say 3 points
Next is the Resilience monument. Ok so this one will be expensive not the most but still expensive. Just remember here folks that you do NOT have to put up the headpiece on the monument. That can save you a boatload of cash here. Best option depending on class is to get at least of the Eye of the North Faction elite armors (They are heaps cheaper). Then you will need either Luxon or Kurzick armor (Luxon will be cheaper if you are buying the Jadite shards) and then 3 more elite armor sets. If you have been vanquishing and hoarding the materials then these can be bought as you progress up through the titles.
Ok so do this and you get 6 more points
So we are at 31 points now and still have 1 monument to go
Now by the time you play through Eye of the North, map it out and play through all the dungeons in normal and hard you should have all the materials you require. What you need to be mindful of is identifying what is merch material and what salvages into valueable components. Learn this and you won't spend a dime except for the forge cost. Having said that you definatley will have the materials when you vanquish the other campaigns.
This monument is easy to fill out. It just won't happen overnight. It happens like the armor. That is when you have the appropriate resources and money.
Most importantly you need to pick 1 character to do this on. You need to learn that classes strengths and weaknesses and how they can he exploited in a team dynamic with heroes and hench. You do need alts if you wish to progress with some of the bounty rewards faster but I am sure you will figure that out.
It doesn't have to be a chore to get these titles. (Except for Luxon or Kurz) You do have to have a plan and stick to it though.
Oh and definately join an active guild or merge your guild with another.

I'm so sad I quit playing GW forever ago It was just extremely hard imo. Also i need to purchase some RAM for my computer so it wont be so slow, but I hope that in GW2 I can earn gear that will look just as cool as the HOM rewards.
