there's only 3 games so far that i know are player driven and the at the same time, community are still alive though
Vanguard: Saga of Heroes, Ryzom and Entropia Universe:
but i wouldn't recommend Entropia though, not because it's not good, but because this game can suck your money in order to advanced through the game
best bet is Vanguard Saga of Heroes, everything in the game is player craft, even ships and houses, and it;s open world too, so you can enter anyone's house you see
Face of Mankind is an FPS-type with a F2P angle, though subbing gives you more options. You can get all you want out of it on the free side though, unless you really like it and want to move up in ranks among the player politics in it. The entire game is socially driven since the only combat NPCs are aliens that are spawned by GMs on certain planets. The rest is all FFAPvP, but you'll find that most people won't gank you unless your faction is already enemies. They don't want flak started.
There's 8 factions, and each has "a job to do", in a sense. You got your cops, military, drug czars, mercenaries and various corporations. You only get one character per account, so it's important which faction you choose, as they have their own natural enemies, as well has having the political map change all the time. When I first played it the drug lords were at war with the cops and military, like they always are, but were allied with the most powerful corporation vs another medium-sized one. When I tried it again fairly recently they were at war with their old allies over some faux pas, and allied with their enemies who they were once fighting.
The game is very RP heavy, especially if you choose ot be a cop. They really take it seriously, and it tends to stretch straight into douchebaggery a lot of the time - from a non-RPer's angle (like myself). Thusly, it's very, very important that you choose the right faction for your personality type. It's definitely worth a try since you can DL it and play for free as long as you want to, then choose to stick with it as a fallback, go further with it and sub to become a prominent figure in it, or walk from it entirely. I find myself going back every once in a while.
