Well it depends. Is it your original game code? Do you have an active account? If so then yes you can play f2p with it and have access to whatever you purchased up to that point. Even if you don't have a current active account you can still re-activate it and go from there.
If not, I would just start a new account and DL the f2p hi-res client and start from scratch.
If it's Angmar, then don't bother. You're going to have to download 90% of the game.
If it's Moria, then you might as well install the discs, there hasn't been much added since then (which is why the game was on its last legs before F2P, though Turbine is apparently going to squander their re-launch with the same plan of not providing new content in a timely manner)

BUT... As maked in red. You have absolutely no idea if this is case. New content has already been added since LoTRO has gone f2p, about a month ago. And you have no clue what the future holds (unless you work for Turbine). So stop talking out your ass and LoTRO was never "on it's last legs" as you put it.

I have just reinstalled the game myself and it ran overnight for the download. It was no big deal. I wouldn't even mess with the discs. Just choose the HQversion and let it run overnight.
I agree that this game was on it's "last legs". The last time I played after moria came out the game was basically dead. Very few people running around the game and those that were passed by most of the time without so much as a hello. Now the game is packed and people are actively searching each other out and making contacts and friends. It's like a whole different game. It is just simple reality that the games population was falling off the deep end. I don't care what the numbers say the proof has to come from in the game itself.
