The good folks over at CCP have posted another DevBlog entry today, in which they reveal that Learning Skills are to be a thing of the past as of... this Christmas?
Ok, so about a fortnight ago (that's two weeks for those of you who don't speak Proper English), CCP Zulu (our august and esteemed Senior Producer) decided he was totally and completely fed up of being asked when we were going to get rid of learning skills, and told us (Team Yggdrasill at your service, m'lud) that he wanted them gone. And there was much cheering. And then someone asked "when shall we do this?", and verily did he reply unto us "by Christmas, or I'm going to give you lot a right proper bollocking and no mistake". And then we went away and dug through the big stack of plans we've made to deal with this in the past - "just as soon as we find time to do it" - and found the best one, and then figured out how to implement it in the time available.
THEREFORE, let it be understood that we have now the following plan:
* As of downtime today, all NPC sell orders for the eleven skills in the Learning group (hereafter referred to as "learning skills") have been CANCELLED. They're really not much use in the long run, we don't want to complicate later steps with unusual inflows of skillbooks, and it might go some way towards limiting the amount of scams that we know you're going to be running. Please, think of the children newbies.

All I can say is...
Finally! Another thing that should have been changed long ago just like when skill queues came out. Better late than never but its really late.
Yikes I have like 2.8m skill points to figure out how to allocate ).
Does this mean that all SP used in learning skills will be removed, and we are allowed to allocate those?

This is going to get me paying and playing EVE again. Free 2m+ skill points really jumps me into that stealth bomber I've always wanted
That seems to be the case. If you had 2mil in Learning skills, then you would be able to apply the 2mil to other skills. So, in that respect, you aren't really losing anything. As I understand it, there are some attribute points you get as well which you will need to assign, but the devblog can explain that a bit better. I imagine there will be even more detailed info provided before this goes live.

With all level 5 learning you'd have 5,376,000 skillpoints to allocate.
I personally have just over 4.7 million skillpoints in learning. Considering taking Capital ships to 5, or perhaps Fighters to 5.
Or, I could get Logistics, Heavy Assault Ships, Recon Ships, and Amarr Cruiser to 5.
Decisions, Decisions.
One thing I do regret about this change, is that I won't have an advantage over people who decided not to take learning as far.

Correct, only the skills in the actual category of skills called "Learning."
Also, everyone will get a bump in base attributes as if they had all level 5 learning skills.
But Im guessing that bonus only applies to characters already created who have learned all 5 Learning Skills, or to the account, which means that all new accounts would not get any bonus or anything? I have always had problems with the time it takes to actually Learn Skills in EVE, and would rather just play a simple Ship based Based combat game that allows a person to actually play not sit around for 3 weeks after paying for the game with nothing to do? Anyways if im not wrong about this either wont new Created accounts, or characters get slower skill Learning than someone else who had an account and got a bonus to stats, or such, and wont removing these skills just cause new players to even have to Train Longer, because this is the reason I quit EVE, and I was actually thinking about giving it another try tonight until I saw this on here.
Nah even a new character gets the full boost of attributes. It levels the playing field for everyone.
Its not really evening the playing field, just removing the learning skills from the equation. Everyone gets the bonus from the learning skills but the vets that have trained them get the skill points refunded.
Ah, max learning skill points are 5.37 mil, you reversed the last two digits and I doubt anyone trained presence to 5.
...5.37 million Skill points? Just how many skills does this game have? That's an unimaginable number...

That's just 11 (maxed out) skills. Just to give an idea, there are 55 Science skills and 59 Spaceship Command Skills and that is just a portion of the total available skills.

There are 397 skills in EVE with roughtly 525m skillpoints total. Which at top training speed would take slight over 22 years to train. Most expansions include the addition of one or more new skills as well so the number keeps increasing (except this time ).
The player with the highest number of current skillpoint have 163m skillpoints.

By way of calibration, players will accumulate SP at the rate of 1200-2700 per hour, with 2000-2500 being the normal range. After this change the lowest rate will be around 1800/hr.
