Personally, I have to agree that it's a legal issue ... much the same as why Game Shows in the United States try to avoid Canadian players.
It's unfortunate, but because Canadian Winners do not pay taxes on winnings we are tossed out of a lot of these contests, or the companies make a separate contest section for us to avoid the extra cost and paperwork to make up for the taxes that legally they can't make us pay up.
Look at The Price is Right. A Canadian outright refused to pay taxes on a car that he won, and took the company to court and forced them to hand it over. They then had to pay the taxes to the US government themselves because it's still taxes owing.
If Turbine were to make an out of game drawing, they would have to make it Canada only to avoid the tax.
