I just came back for the expac and I had a couple of questions
1) Where do I access the new Cata zones?
2) At what level can I start questing in th new zones, can I start at 78 or do I have to wait till level 80?

None of the new zones are available until midnight on the 7th and unlike previous expansions, most Cata quests will require you reach the max level of the previous expansion (80).

Cata is the same as BC, which has new beginner zone quests for the 2 new races, as well as new content for max level characters. Wrath had new content for max level characters as well as for the new class (level 58-60 only).
To the OP, a large number of quests for non-Cata races (i.e. for the WoW world at large) have been altered already in preparation for Cata and you can access them today. In the early levels, gnomes and trolls now have their own independent starting zones. You will have to wait until Tuesday to access the new races (worgen and goblins) as well as to get the 80-85 content.
Ah...makes more sense now. I was beginning to question my sanity for a bit... :-)
Thanks for the replies, but what I was wondering was, like BC you can start questing in Outland at level 58, and in WoTLK you can start questing in Northrend at 68 instead of 70. Are we able to start questing in Mount Hyjal and the other zone at 78 or does it have to be 80?

Yes from what I understood the OP was asking about the 80-85 content. He asked "can I start at 78 or do I have to wait till level 80?" which has nothing to do with lvl 1 goblins or worgen.
Originally most of the quest chains started at lvl 78 but back in July they changed it to 80.
