How is that why "beta is going horribly" .. just bug it, plenty of people have. Thats just one of the exploits.. there are a few that people use quite a bit in PvP.
Overall I see beta going quite well... these exploits aren't widely used at all...
I agree. I haven't seen anyone doing this.. It's a bug that needs to be fixed.

Things like this are not something you can submit a bug report for, since it's a totally isolated incident involving someone editing their own game files. The game is supposed to pick up on it and usually force a re-patching of the game files to correct it, but through some method of toying with packet loss, they are able to sneak past that and actually do it during the game itself. I dunno how it truly works, as I've never messed with this kind of stuff before, but that's the basic idea.
The person doing the speed hack themselves are the only ones that can really sumbit a report about it as well, and be honest... are cheaters going to give up the goods on *how* they cheat? It doesn't happen without a ransom note involved.

The devs know about this hack plus a couple more. Its not a big deal since beta is the time for finding out and fixing this exploits. If the game released with them then i'd be worried as they are game breaking in pvp especially.
