I made a new free account with LOTOR. if i decide to sub to 15 bucks a month option do i still need to buy all the expansions or i get it for free with my account upgrade? Also, is it possible for EU players to play on US servers?

You need to buy Moria and Mirkwood separately, even if you are a VIP subscriber, although you can do the Epic Quest line to the end.

It may be a good idea for you to hold off subbing until you are atleast level 20. If it is timed right you can get permanent unlocks which would be even more beneficial if you have more than one character.

To answer your last question, yes you can play the US servers regardless of being in the EU.
