L2 is neither a sandbox neither a themepark it sit in between them, and some of this mix is pretty strange. Seamless map cut into a multitude of level zones, with the hardest grind ever made at that time? I mean it wouldn't be a problem if leveling was such an overpowered grind, like 3/4 of the zones will one shot you or you will one shot the mob, whatever the level you are at, so does it deserve to be called sandbox world or themepark, i'm not sure myself. Open world pvp who have a such a harsh red name penalty nobody will ever pvp into a non consensual setting? No factions, but themepark classes with no build choice at all? I don't know it is just a mix up of both idea, i really don't know if it deserve to be called sandbox or themepark, its neither, or it is both i don't know.
And i think Tera is somewhat on the same route, have to see later especially the pvp aspect, which is yet totally unknown, pretty strange since the open beta was launched in Korea. Honestly have to see. But i think its a bit of both like L2, i just hope the mix will work better. Honestly not many poeple liked L2 here, i played it one year to see how it will evolved and droped it. Now that i think about it Darkfall had the exact same effect on me. Those games have definitly some very good aspects, but overall they are very bad to play in. I'll rather have Tera have some bad aspect but play overall well than the way around, will see.

I dont know what game you were playing but people pvp in Lineage 2 all the time. Just the other day I was in Silent Valley and got killed by 2 Red daggers and after getting rezed by a clan member I went looking for them but instead of finding them I found another Red that was running around in a group with a Sword Singer provding him songs for his blood thirst. Me and a S Grade Treasure Hunter and a C Grade Tank chased them to where the Red forced logged so then afther not killing the Red and hoping he droped since he was S80 wearing Dyansty I attacked the Sword Singer since she was purple. She ran for a while but BSOEd afther she came up to a dead end. Cruma Tower is now under total lockdown by a clan called CrumaBoys who will live for PVP and will take on anybody that enters. There is plenty of PVP in Lineage 2 everyday, its just not a gank fest which is what makes it a Real PVP game.
As for the game being a overpowered grind thats an opinion. I always say that is something a grind if you enjoy doing it? Another thing that you are wrong about is that you can build your character but you cant start until you reach level 76.
I said it i played it the first year from closed beta to the end of the first year, then dropped it. Its nice if it evolved in the "right" direction since then. Do you still drop your life time worth of grind if you are killed as a red name? If so then i beleive those red you talk about are just 100 level higher than you with noob gear, as they used to be, not that interesting if you ask me, and finding 3reds is hardly something to be proud of when talking about open world pvp, i mean if you had talked a a full red guild with 50 guy i could talke you seriously, but 3? I think people are very fixated on the "total freedom" idea that if the game doesn't have x, y, and z then suddenly it's something else.
Take ultima online for example. If suddenly that game had classes but nothign else was touched it would cease to be a sandbox game?
I very firnly think that it's the "game" part that helps define it. The things that a player expects to do. If you are expected to go from ! to ! to grab quests and if each thing a player does is solely created by the developers then that feels far more themepark than if a player is put into a world and the gameplay is pretty much what the player makes of it.
Same example different game. If we took WoW and suddenly made it so that there were no classes but did not change the game play would it be a sandbox? No.
so on topic, if Tera affords a player the ability to just follow what they want to do then that is far more sandox than theme park.
Not having levels and classes seem to me just one way for players to help define their roles in what they are doing in the world.
And perhaps there is a sliding scale? I just don't think we need to completely define ourselves by a particular word.
If a player can level i Tera and gear up without ever touching a quest (not that I'm against quests, I do like different things to do in a game) then that works for me.

Well I think that when you enter the realm of mmos you have to define sandbox far more strictly than normal as all MMOs would probably be considered Sandbox if they were singleplayer games.
That said I think class based level games do restrict an mmo from truly being considered a sandbox in most cases because they require you to move from area to area based on a strict level requirement...

The idea that all themeparks have levels and classes while sandboxes doesn't have them is not true. For some reason is that how things usually is, it is rather sad that themeparks always have levels. Classes is usually a balance thing from old pen and paper RPGs, they are no problem in themselves but MMOs have taken away all the choices you have in P&P to keep things simple.
A game that has ANY kind of linearity is not sandbox.
If there is a quest LINE, it is not a sandbox.

From the info I have seen, it's a little of both. The main title I care about is fun. And at least from the info so far. This game looks like alot of fun.

2.Political System
3.Monsters and players actually have to move around
4.It has a story and skill progression system, but still factors in twitch skill too.
5.It's beautiful and terrain exploration is free form

If you wish sandbox go to Mortal Online, despite the criticism against it, results a true sandbox.
