Well do you think it's possible ?
Players will have to pay for instance 100$ if they want to have royal heritage and get certain benefits like trainers, exp bonuses, prestige etc.
Players who pay 15$ a month would get to be high ranking crafters or battlefield generals of one faction and get to wear the factions flag while in war and also get xp boosts, crafting bonuses and of course prestige.
And people who pay for free would get to be the backbone of the army, common citizens that could run normal crafting shops... also if they want to get some bonuses for a short while they can buy these things from the black market (which would act as a CS) which would have things like 15%+ xp for 1 hour, crafting materials and similar things that don't give them an edge over the other f2p players.
Above is just 3 sentences written in 5 mins, but with further extending with certain mechanics that would bind the community, which would produce what both communities lack:
-The lack of population in the P2P games.
-The overpowering CS for the F2P community.
So would you play it ?

The problem with F2P games , is not so much your solution is flawed .
Infact its a good solution but it has to be implemented across all F2P servers at once .
F2P solution is not simple , cause the product in some cases are simply flawed , while in other lack of budget or money talks too much . has certain problems
Its ok to sell cash items , cause people want to pay for them and involve real life status to a game they like to play .
Second Life is one that goes to proof how much rich people like to throw around real life money .
Thats not the issue , the issue is your idea is revolutionair , but problem is people who play for free dont like to be reminded of there social status in real life .
Its a game after all , maybe more promising is to offer after 1 year of free game time continues played .
There get more benefits like a regular customer access to old Cash shop items by questing , or offer a cheap person solution like pay 5 a month (the price one pack of smoke and every beggar can usually afford that ) if there in game time played a certain solution .
But other side , it sounds good to always implement rich mans option , simply put those who like to flaunt with money will do so no matter what product they play . (hence the gold sellers or gold selling)
So the 100 payment isn´t so bad , since it gives them royalty status , and probaly they will buy a second account to hide there none royalty status . win win in both cases .
The Citizens or low ranking as free to play , while accepted by most , really has to be asked in game and in forum in F2P or freemium games .... if too much negative response , means the core community is not willing to accept that .
New players after that model wont mind the status and usually upgrade if the game is good .
