Hi i have a laptop (i know its not gaming computer) but is this normal?
My specs are : AMD Athlon II P320 2.1 GHz, ATI Mobility Radeon HD 5650 1GB and ram 4 GB (2x2) DDR3.
my fps is even in normal grapchic 20? Is the answer that my computer is so bad now or something else?

Rift is hardware dependent as far as i know, my rig is pretty big and im on Ultra and doing about 33-35 FPS

Rift seems to run on lower framerates than other games. Despite that, the game seems to be smooth (you probably wouln't understand the framerate if there wasn't a way to check it) and it maintains the framerate number even with tons of tings happening on screen.
Botom line, framerate seems low, but it stays stable no matter how heavy the activity is on screen (talking about rifts, invasions, world PvP).
Only Sanctum and Meridian seem to lower that fps number a bit more.
Rift is hardware dependent on both the CPU and the Video card. It could be either the CPU or the GPU that's bogging down or both. Since you're running a laptop, my guess is the GPU is the weaker of the two options.
Go through the graphics settings and mouse over the individual settings. You'll see a tooltip that will tell you if the setting is a GPU setting or a CPU/GPU setting. Adjust the settings one at a time, 'Apply'ing you settings after each change and see if it makes a difference in your framerates. A busy area like Meridian or Sanctum is good location to see if the changes in the CPU/GPU dependent settings make a difference.
A quick way to see if your CPU is bogging down is to adjust the 'Ground Clutter' setting. Reduce your ground clutter to 0 and see if your framerates take a sudden jump. This was the weak point on my system. My GPU can take most anything, but my CPU is pretty weak.
Another setting that can make a difference if your CPU is bogging down is the nameplates above everything. Reduce the things that will have name plates above them. I removed unfriendly mob nameplates and friendly player nameplates.
Finally, there is a 'Low Quality Renderer' option. This will render the game in low quality, but you'll get the best possible frame rates. You'll have to restart the game if you make this change. This would be the last ditch option. My game actually started with the lqr because I had an outdated ATI driver (necessary for stupid Unreal Engine stuff in other games). It makes a big difference in framerates and visual quality.

ATI cards and drivers are a bit touchy. Make sure your video driver is up to date for Rift.
I can not remember winning or losing a single debate on the internet.
There has always been an fps problem with rift. There were tons of threads in the beta about it. That ranged from folks saying max an eye can see is only 30 fps to far and few inbetween.

I would go to the main city and drop all graphics to low then start pushing them up. Some of the settings like the ones for bloom and shadows can be dropped down a bit without losing the 'pretty' feel of the game and will help the fps go up.
I play on a laptop with lower spec graphics card than the OP.
I generally play on medium settings and get constant 20+ frames per second which plays great.
Occasionally I see the rate drop to around 15 FPS but oddly the game still plays just fine and I wouldn't really notice unless I actually check the FPS.
I've never played a game so smooth at such a low fps.
