What level for Reaver AoE grinding to be effective?

Hi all

 

Just curious what level is best for leveling up as Reaver. Heard that's a solid tanking spec and you can AoE multiple mobs at once. I assume there's a solid level to switch to this spec? 

 

Also one last question on a related topic - is Reaver the better build for tanking or should I be speccing Pally for that? 

I've been mostly using a 2Her but figure I'd like to experiment with Sword and Board. Think I'll go Warlord for my 3rd spec.
