I see from the release notes that they recently had a bug fix release and looking at the calendar the C-Store content is cranking out faster than ever, but when will any Cryptic created content be released? They are not going to TOTALLY rely on UGC content are they?

You somehow expected something different from Cryptic ? Look they're getting ready to launch a new game , that pulls it's resources away from their other projects. That's why after the next C-Store item, ahem sci vessel, the calender is basically empty . They don't know when Season 4 will be released, because it's all hands on NwN. Since the foundry is the basis of NwN , one major aspect is already complete. Now they are busy working on the actual game . It wouldn't surprise me if Season 4 is to arrive in late July , probably August/September . I suspect the changes to ground combat that are due for STO , is the basis for the new game as well. Same engine, same problems have to be addressed. Once the issues are worked out there they'll run it on the STO test server for testing.
In the most recent Engineering Report, DStahl says that they are working on some content that might come out before Season 4, but wasn't clear on what it was.

We have been discussing the feedback and working on a way to squeeze some more content in as soon as possible. At present we are looking at an update as early as May that would add in some new surprises prior to the release of Season 4. I'll keep you posted as we finalize our plans."

More than likely, they'll just start releasing the new episodic missions a couple of weeks early.
No, not totally rely on UGC. However, if you follow the posts/interviews with Dan Stahl and Gozer on the official forums, it is pretty clear they are going to rely on it heavily. Gozer had made several posts regarding UGC "filling the content gaps" and even perhaps replacing patrol missions.
