For me I think it's the old DAOC servers, I havent' seen or played a game since that has the following:

A dedicate roleplayer that stays at level 3 for 2 to 3 years into the game, he just sits in town and create events.  Yet, at the same time the leaders of all biggest guild on the server listen/follow him from time to time.

Outside of game time, if you go to IGN vn boards, you can refresh your post after 5 minutes and found it already on 2nd page.  Mind you it has a lot of flaming, but they mostly talked about game related stuff.

Guilds constantly have events nightly to either XP, PvP, raid and you can just join with relative ease.

Chat sometimes filled with broadcast of crafter giving away their stuffs.

My definition of a good community is it help to improve your experience with the game and I think if you speak to any ex DAOC (pre TOA) players, they will most likely agree.

Wow- 47 mage... any1 want to buy?
RF online- some hot Cora chick.
    DAOC- 4 lvl 50s.

Ryzom or LotRO. At least they were when I played them. I'm not sure how the influx of people changed the community once LotRO went F2P.

    Current: None
Played: WoW, CoX, SWG, LotRO, EVE, AoC, VG, CO, Ryzom, DF, WAR
Tried: Lineage2, Dofus, EQ2, CoS, FE, UO, Wurm, Wakfu
Future: The Repopulation, ArcheAge, Black Desert, EQN
