According to the Dawn interview done a couple of weeks ago, they should be full systems (or, as full as MMO systems ever are):
"What was the rationale behind naming the new expansion Dawn, and was this the reason why the development team was so quiet since the House of Commons Chat where you first mentioned features that are now in Dawn?
Yes, instead of starting to talk about it too much on our forums or in the HoC, we wanted to stay silent until we knew what we had and what would work, now when we are testing it we know what works and will start showing its content, Since we feel that the core is getting stable in the game, and the technology is getting stable we can for the first time start to focus on game features and content.
We didn’t mention everything in our last HoC because we wanted to be sure to be able to deliver what we aimed for, now when we see the results we will share more information in general. These are no placeholders we worked hard and for quite some time now to get these features in the game fully working, these systems also open up other areas we mentioned a long time ago."

Of course, I doubt that this would mean that they would never make needed changes, or that they would never add more, because that would run counter to the history of MMOs in general.

More information would be welcome. They have said a few times that the main items listed on the website about Dawn aren't the only things that will come with the expansion, so it'll be nice to hear more about the other things as well. As an example, SV has stated that guild functionality has been overhauled, but that will likely come out with Dawn.
I'm really looking forward to the new systems and content. I hope they maintain an increased focus on the social and economic elements of the game into the future.

By "SV has stated that guild functionality has been overhauled, but that will likely come out with Dawn", do you mean they have have fixed the bug ridden guild system and are waiting for Dawn before implementing it?
Why are they waiting to deploy this fix? Is it because it's not really fixed at all? Perhaps SV just like annoying their customers for giggles.
Either way, it leaves a broken guild system ingame for the foreseeable future.
I know it's easier / more fun to make up some insidious plot to bash SV with, but, I'd guess they are testing it? Sound reasonable? That's probably what most players would want, in any game.

You said overhauled - the past tense, as in the work is already done. If you would like to revise your statement, go ahead but don't deny what you yourself posted. If they are still working on it or testing it, then (given SV's history) it's best to see it in action before you declare it working, fixed or overhauled.
There is no need to create anything to bash SV with btw, Henrik and co produce a plentiful supply with no help from anyone
