There's something about it in the FAQ, but basically it's activity and amount of quality (ie not something like 'Lol') posts over the past month. Your rating can be 1-100, and each star represents 20%
-5% is subtracted for every post of yours that was deleted.
I think they also subtract if you get banned or whatever, I'm not sure.
Also it looks like it decreases over time naturally with inactivity, judging by some of the users I've seen that have years of membership and thousands of posts, but are at novice level.

It only counts the data from the last 30 days.
That means you could have done 800,000 quality posts with not a single one deleted for 4 years straight, then take a month vacationa nd hey! 0 stars.
My question is, what about our REWARDS for being such high ranking posters. I'd like a robotic monkey, a plush crossdressing tyrannosaurus, a large cardboard cut out of Bill Murphy dressed as a rodeo clown, a battery powered battery charger.... I mean, we work hard for our.... star... .. ratings?
i think its not about how much you post it calculates the time you are just logged in wich is stupid and it goes down when you are not. atleast it use to be like this.

I assume you mean improve and yes, I stopped posting for a while and was down to 3-stars or less, now I'm back up to about 4 I think
And yes reading the FAQ just logging in each day helps improve your rating
