If you want to roll Elyos then I can only speak for Vaizel. Currently it's evenly matched between factions and fort sieges sport a couple hundred people combined.
I gave up with this game, found it boring as there are no instances, no group stuff to do, nothing like that just a solo player game with no chat in game with helpful things.
Friend wanted me to get it so i did, just as his account ran out and he did not resub at that time. Now maybe there are instances and such but i must have been on a dull server, saw people runnign about but they wouldnt reply or chat back, not even if you PM'ed them, so maybe they didnt speak English or were just blatently ignorant.
Lots said the game was a slow grind fest, i found the leveling quite quick, alas boring on your own and alot of content needed a group, so that was always bypassed by me. Will i try again, nope, just un-installed it, didnt even download and try the 2.5 version as i couldnt be assed to resub anyways to try it out.
best bet would be to make a character log into the game and look at the maps for the abyss and see who has the most. if you log in and see the faction you want completely being dominated on the map it means your faction is waaay out of balance. Aion has always been about the numbers for the Abyss wars. if you see a mix match of territory taken then yes its even.

huh? there is like 35 instances...most require a group, and a few are solo instaces. You really need a legion to have fun in most games as is the same with aion.
As Sorrows said there are a lot of instances and there were at launch as well, just not as many. NC has changed and added so much since launch and all of it free as long as you have a subscription.
All servers should have more people in them because 2.5 is live. There were tons of people that played on test server to check it out early but now they are back. Grouping should be a lot easier to find because of the previously mentioned plus the new mentor system. This is where higher level players can group to help lower levels without xp restrictions. Lower level players et the xp and loot while the higher level player(s) get tokens for nice gear.

If you have no preference on race then I would roll Asmodian on either Zikel or Siel. You can get a LOT of bonuses because of the current faction imbalance http://na.aiononline.com/news/announcements/faction-incentive-program-details.
