It really depends what Mother Board you are using, if you are using a AMD Processor, or a Intel Processor, but most important what Chipset you are running.

Personally I go with AMD Processors, and ATI/AMD Graphics Cards because they come with Free Software like AMD Over Drive, and Over Clock functions which Nvidia doesn't have from what I have seen, and also Intel/Nvidia are always more expensive than ATI/AMD anyways so it is cheaper, but there are many companies making graphics cards, and you just have to know which one to buy for what system you are building.

For example here is one that looks pretty nice, although it would depend on if you like the style of the Fan/Heat Sink, if you are going to modify that, and the type of case you are using helps determine if and what you need.

    http://www.newegg.com/Product/Product.aspx?Item=N82E16814102878&cm_re=5830-_-14-102-878-_-Product Isn't really too bad.

http://www.newegg.com/Product/Product.aspx?Item=N82E16814102913  This one really isn't that bad either the only difference really is 100 MHZ on the Graphics processor, and the memory clock is a bit faster.

http://www.newegg.com/Product/Product.aspx?Item=N82E16824009269 Oh yeah and 32 inch monitors are not that bad either never used one this big, but considering it works with eyefinity which I think it would better than paying over $1000 USD for one 60 inch, and limiting the multi tasking.

I currently run one of my computers off a Sapphire  4850X2 2GB 625 MHZ ATI Processors, and I can max out any game in max graphics without any problems, although buying one or two of these single cards I listed, and if you build the computer yourself the correct way it should work perfect for quite awhile, although that depends on how fast technology is released, and the demand for new games, although currently it seems like it is going really slow no one knows when the next boom is going to be.

With the current computer build on my gaming PC i can pretty much run multiple games at one time without crashing, and actively switch between them the only problem is my pc doesn't support the new eyefinity, but I can always upgrade later but by that time I am just going to scrap everything I have and buy all new again so I dont waste money.

A GeForce GTX 460 768 MB will tend to be a little faster than a Radeon HD 5830.  But only a little.  The Radeon HD 5830 will win at high resolutions where the GTX 460 runs out of video memory.  That's not a concern at all unless you play games at 1920x1080 or higher.

Do note that Palit's build quality on their cheap cards really isn't very good.  The same company used to sell AMD cards under the Gainward brand name, until AMD said that their cards were too shoddy and refused to sell them more GPU chips.

A "green edition" of a card might be an underclocked, undervolted version to save power.  If it's clocked lower than a normal GTX 460, then that means you lose performance.  The reference clock speed is 675 MHz core and 900 MHz memory.  If the numbers that you see are vastly greater than that, then you may have to divide by 2 or 4 to get the "real" clock speeds.  For example, if it says 1600 MHz memory, then it's really 800 MHz and the marketing department multiplied by 2 for technical reasons that they don't understand.

AMD's usual advantage in performance per watt over the last two generations does not apply to the 5830, as it's a weird crippled chip version of Cypress that disables too much and then has to clock and volt higher.  It's basically a way to get something for some defective chips rather than having to throw them in the garbage.  The GTX 460 768 MB is pretty cut-down itself, but performance per watt should be comparable between the two cards.

The recent Sapphire 5830 tends to be cheaper than any GTX 460, but I don't know what prices you're looking at.  You could just pick up whichever card is cheaper.
