TERA is one of the most anticipated titles coming down the road this year and the game's presence at E3 generated a lot of buzz. MMORPG.com's Richard Cox spent some time talking with TERA developers about the TERA's political system. Read on to see what Richard discovered and then keep reading to get a hands on report from Melinda Haren.
So by now I’m sure you’ve all heard of TERA. The first ever true action MMO where players will actually have to dive and dodge, aim and position themselves properly in melee. It supposedly breaks free from the traditional MMO mold and it’s all about the player’s skill and not gear or button mashing. I have to admit I’ve been skeptical for a while. I mean, this isn’t the first MMO to claim they’re changing the combat tedium and making it all good with sparkly double rainbow unicorns and such. But I had a chance to sit in on their presentation while at E3, and I have to say, I left pretty damned impressed.

This is the big one for me. Like all I see about this game. Can't wait.

I wonder how many people really want the outcome of fights to be based on actual skill? Then how many of those people want the political landscape of their game determined by the players with the most skill?
I can not remember winning or losing a single debate on the internet.
Need to hear more on the throwing in jail thing. Players will abuse every mechanic in a game if they can.
Very interested in this system. I hope in the end it's done proper.
I've been interested in this title for quite a while. There seems to be a healthy amount of differences between it and other, more standard MMOs - enough to give this one a very different feel.
I hope they come through.

The part about this Xander figure who is able to throw everyone who doesn't like him in jail concerns me.
I think if people can be thrown in jail, they need to be able to break out too.
They need to be given at least ONE LOCKPICK to pick the lock of their cell.
Extremely interesting. Very curious to see how this will come to play. Considering about buying a Korean TERA account.
Also, if anyone brings up the fact that TERA is not doing so well in Korea, I'm going to flip out. These people need to understand that this type of gameplay is NOT what Koreans really enjoy. Which is actullay almost always good for the western crowd.
That sounds pretty awesome. That's a great feature to have with a lot of possibilities.
Ok, they talked the talk, now I want to see them walk the walk!
Implementation of it asap so we can hear player impressions of it, thank you
Hmmm. I'm not sure that it's such a black&white situation, as if Korean gamers are such 'Bizarro MMO gamers', where everything is turned upside down and good is bad and bad is good.

O yeah sounds wonderful. RL Politics is fun lets add it to the game , but even better. So the jerk running around can through me in a jail because he hates my name or i happen to get a little revenge by pking one of his friends. then since i am paying to play unless this is free to play i loose my hard earned RL money from some jerk that more more or less found away to cheat orfound a nice bug, or even got his guild of thungs to grind him up.. sounds like a wonderful game what to do today, stand in the middle of a city and just through people in jail for ? hours on end weee !!!!! we having fun yet..
was looking foreward to this game sounds like a pvp nightmare and one to pass..
The jail thing concerns me, I'd need more information before I gave it a thumbs up. I don't see the PvPer winning many votes for politics here in the west unless the game is more faction-based. For instance, in Aion, our PvPers were held in high regard because it was us against the Asmods. In a situation like that, we like our uber PvPers, they protect us. In a more open PvP environment, PvPers are just generally disliked, and if the PvPer enables PK then he's going to lose his right to power pretty quickly. Except that if he's part of a powerful guild, he can do quests to stay in power, and will have amassed such a fortune that chances are he can afford to pay people off for votes and the gear needed to overcome those challenges in the first place.
The ability to be a jerk is great, but not when it can literally affect the prices and the entire environment for the region and change the experience, for better or worse, for everyone else playing. I guess I'll end up passing on TERA after all.

Political system is cool, till you realize it will be not you (at least not 99% of you) who will make those cool decisions - just like RL politics ...
By throwing you in jail" doesnt mean it will lock your character somewhere for a longer time and his amusement.
He can declare you as an outlaw and certain guards/NPCs will try to get you in the region ruled by him. Most probably you will have to avoid some town or just certain zones. not all the MAP for sure.
Also it could be that he can put a bounty on your head so other players would be encouraged to PK you for the extra reward. but thats just pure personal opinion
We need more details for sure.
This game went from under my radar to on it. :P But I'm not about to hop on any game right at launch ever again, I want to see how people react to it first.
That remains to be seen. I think in Wakfu the leader "King" of the country or whatever, can throw people in jail. You can acctually visit the jails, I when there once. Though im sure it wont be a painful process for the victim of the event. They will probly allow you to escape, or keep you entertained in someway. Though at the sametime through abuse it could probly get annoying.
But there may be hope. During the last, I guess Q&A with the community. Someone asked if the players would be able to assassinate the ruler in house, and the dev's though it was a interesting idea. Thats not to say we will see that, just a cool thought.
"Hirokiti_87: Can we assassinate a vanarch or impeach one before their term is up?
#tera: Interesting suggestion on the assassination. Will pass it along."

Here you can find some more detailed information on how the political system works in Korea.
http://news.mmosite.com/content/2011-03-17/tera_a_detailed_lord_system_introduction,1.shtml
The main reason for the game not doing well in Korea was their extremely slow first update. It took them four months to release the initial update and the game wasn't ready at all when they launched it. Their updates releases entire continents, political system, extra levels and so on. It is very likely that the game didn't do well because the launched content was sub-par. The version the West will receive will be far more polished and complete. Since Western MMO's pretty much crash and burn if they don't launch with a great deal of polish and end-game.
The game is at least trying to do something different and unique. That alone gets Tera a big thumbs up from me. Still looking foward to this game but I hope they have all problems fixed before it launches here.
My thoughts exactly. Giving power to PVP geeks: BAD IDEA!

All I can say is be careful, once you try the game you will never want to play another tab targeting game again.

hmmm how terra is the first "REAL" Action MMO since Darkfall is completely action and 2+ years old..? also same goes for Mortal Online and Fallen earth...? and i think there are other action mmos...i think vindictus also is action not sure which one is going live first though.... and as far as i remember Rakion was pretty much Action although not a Real mmo... just saying...
I would not even dare try to rule a city but I would help a game buddy that knows what he is doing get there.
Serious question below.
What about the players that do not have the knowledge to rule a city but are a true follower, respectful, honorable can they be granted second in command, able to make secondary decisions, recruit and rank player city guards?
We need them.
About player city guards, protectors of the city gates and outer and be granted ranks. High rank become ruler of the guards, seen them on bounty missions, spying missions
etc.
Assassination quest attempt, we need it!
but how?
DF & MO are more FPS games with fantasy setting, Vindictus is an action game but it is a lobby game. There is quite a large difference in game play between Tera & Darkfall, but one would have to actually play it in order to fully understand the difference I guess.
