Just downloaded APB reloaded and wonder whats free, are we only entitled to parts of game and have to buy rest ?

You can't customize your character or car with as many symbols as premium members and you have to keep renting weapons instead of having permanent ones. So the game is actually very nice to its non-paying members, there are a few powerful weapons you have to pay real $ for but they're not strictly better than the weapons you can get for free.
