- in open beta if possible :P

    Does it have to be open beta, or can it be a game already released? 

    EQ2, LOTRO, DDO and multiple others have more quests than you can shake a stick at, are F2P enough where you can enjoy them.

    I add Fallen Earth, just went free to play. Lot of quests. The devs were adding a decent amount, but just got bought out so I don't have a strong guess on the future.
