I've got an idea, how about they make the price of the monthly subscription variable, say between 1 and 50 dollars and then suprise you with random charges every month, now that would be really scary.
Like others have said, I've been scared in single player games that I was slogging through alone in the dark (Half Life used to make me jump all the time) but never really in an MMORPG, hard to be scared with so many people around. (unless they are part of a gank squad looking to take my stuff, then the fear/adreniline really get going.

No, because everything has been done already. You can only work with surprise, but even then that gets old.
I struggle not with life, money, emotions, and world, but against old mindsets and selves to be proven obsolete in a age and time of rapid changes. Go create fun, so you can have fun.
I think that "fear" basically comes down to two things.
There's fear of the unknown and there's fear of real consequence.
Many movies and horror survival games use fear of the unknown. What's behind that door? Is something going to jump out at me? It's dark and I can't see well, there could be anything hiding in the darkness. The problem with fear of the unknown in an MMORPG is that once you learn what was previously unknown, it is no longer really scary. And given that MMORPGs are usually repetitive affairs, you will learn about the unknowns fairly quickly and thus no longer be afraid of them.
Then there's fear of real consequence. Ask anyone who played EQ if they were afraid of losing all their stuff when they raided the plane of fear. Or any UO players if they were afraid when they saw two reds running up to them with Corp Por over their heads. It's scary because you have something to lose, the fear in this case is justified. If you die in EQ, you lose exp and have to do a dangerous corpse run. When you get PK'ed in UO, you lose all the stuff that you were carrying.
When there is no real penalty to dying, there's no reason to be afraid.
