I don't know if the level 20 level-cap still exists , but if you mean leveling up to 20, then I would replay some of the harder missions 2 or 3 times if I where you.
Yes, the level 20 cap still exists. In my experience the quickest way to level is by getting into groups and doing the Missions (quests) together, or get to a level where you can join one of the PvP Arena's.
When you win in PvP you get a considerable amount of experience, but also remember that Guild Wars isn't about your experience in levels. It's about your experience in the skills, and how you use them during combat, as well as your combat group makeup.

This is NOT a traditional MMORPG. You are not trying to level the fastest, just because you can. This game's level 20 cap is there for a reason. The game isn't about running around and killing things in an endless grind to hit the next level. This game is about skill. If you had a level 15 and were incredibly skilled in the game, and I was a level 20 not-so-skilled, you could stand a chance at beating me. Levels, armor levels and all other traditional MMOG desirables aren't in this game to the same extent.
