for pc can i buy microsoft live points anywhere ?

For instance the above.

I've never used microsoft live and everywhere it says XBOX. If i do pay for age of empires online pr emium civ i'd rather buy the ms points somewhere else for less money. Is this even possible ?

So question is can i for instance buy 2100 ms points at one of the links in the above url and then add them to the microsoft live download client after which i buy a premium civ ?
