2x 1-handers vs 2-handed DPS

I'm not a noob, but this issue has not come up for me before. My level 20 Bruiser has a choice between a 2-handed staff of about 25 DPS, and 2 1-hand weapons of about 21 DPS. The staff wins marginally on the added stats front: 18 STR and STA vs 8 STR and STA on each of the 1-handers. Do you simply add together the DPS of the dual weapons or is it more complicated?

that may help, giving you more info about weilded weapons

 

otherwise im not sure how about the mechanics of dual weilding to give a helpful reply
