Dawn came out 2 months ago. Since then no real game breaking bugs have been fixed. PBilly gave a good list in this post.

Vacation for SV? Where's the communication, even from BO? Goddamn, I've been waiting over a year for even basic MMO mechanics that make it seem like we have a community. Please introduce more simplistic mechanics that will help players get through the game and enjoy it fully, not make it harder to play.
Great concepts, but that's just it, "concepts" that will take what seems like forever to complete.
Now I don't know what the limitations are for developing features (like the "we need this before this" deal), but we've gotten so much hype over what's coming and, well....where is it? I've seen half-assed systems that don't work properly, and some really awesome systems, but I'd rather you focus on completing one thing at a time. Breeding should have been introduced with the new horses LATER. We should have has Flash UI first, since that limits a lot of system possibilities, at least that's what what you guys say.
I'm a long time fanboy, but jfc, please make this game fun for all of us, not just the new car appeal of new players.
Get rid of the clunkiness.

I can answer Artorius question: because they don't know how to fix them.
If I had to guess, I think SV is probably scrambling to try to find another source of funding. I can't imagine it's going well, so I think they are probably looking for potential buyers for the game as well.
I think Dawn was the last-ditch effort to get sub numbers up for SV, and in the budget report thread, we figured that they probably have very little/no money left, so I think this might be the beginning of the end.
So much for the "big meetings" @ Gamescom, 2 weeks and still no word from SV. Nothing on the "Dev Tracker" since the 22nd, did they go on vacation again?
