PVP is everywhere in MMOs. The players make armors and weapons by themselves and then kill their enemies or fight a duel with their friends. Don't forget that there are some bad guys who like killing innocent players on purpose.
I've played a lot of MMOs and now I participate in the development of our own game. So a question comes to my mind. It seems that different games choose various strategies to keep PVP meaningful but not too violent.
1. Need to ask for a permission first and go to the duel square. You couldn't fight against another player unless he accepts your dueling issue. It's more peaceful, but a bit boring, isn't it?
2. You can kill anyone at your will, as long as you're powerful enough. And the game might be full of violence, ha. I don't like it, but maybe boys like it?
3. To kill someone without permission will let you gain evil points. And you'll get punishment according to the evil points.
If you choose the last one, does it sound better to have an item that can reduce evil points? Sometimes the players are not willing to kill others. However, if bad guys bully others, someone will definitely strike back. In this case, the one who fight back will be innocent to get any punishment. But this item might be abused by the bad guys who are rich as well.

I like if the evil points worked like a bounty. In any real-life setting you wouldn't be able to kill without a penalty, you would be hated everywhere.
If the points worked like a bounty it would be good. Killing a lot has a high risk attached to it that way, and people will think about who and when to kill instead of just meaningless slaughter.
I don't like dueling as a primary path to PvP. Spontainious open world PvP leads to more then just ganks, wars and battles are won and lost with numbers and tactics.
I enjoy how EVE pulled it off. In High Security there is a ton of content and you are for most purposes completely safe. Low Sec has Gate Guns and a Security Status Penalty(Evil Points =/). Hull Security is free for all.
Supports all Play Styles within the same game without limiting any path you want to choose.
Don't put "evil points", or at least don't call them that, many players would think they can buy evil super powers with that.
If you want to implement them, a defending player should not gain EP when killing someone with a lot of EP, it would be "justified".
