Pssh just create a class or a proffession that gives out quests.
Lore Master: Everyone can read the books found throughout the game world but only Lore Masters can get clues and hints as to the location of treasures and artifacts. Reading a book or looking at an old map will almost always add a quest to the lore masters collection. Sometimes even artifacts themeselves can reveal a new quest to the lore master.
Lore Masters can also utilize Scrying and meditation to divine quests.
Kings and Queens and other important figures may even give Lore Masters missions or quests that the need carried out, it is then up to the Lore Master to pick a sutiable canidate or canidates to carry out said mission or quest.
Edited to Add: Thinking a little more on this you could even add this to a sandbox game for those that preffer doing quests. They could seek out a Lore Master to obtain quests and missions.
This could be expanded on a great deal by allowing a codex or thesarus to grow as the Lore Master gains more information. Names of places, locations of rare and powerful items, valuable relics, etc.

At what point are you going to stop telling us to do something and actually take the time to teach each of us how?
I'm an amature 3D moddler and animator and currently I am in the process of learning programing (Starting with Python and later moving on to C++ and Java)
These things take time and in some (Read some as most :P ) cases money. If you know a realistic shortcut then by all means do share. Otherwise we are forced to do nothing more than share our ideas and what ifs with other like minded individuals until we reach a point where we CAN do something if we ever reach that point.

Well I am doing something right now, as a text based browser game. And then I will do something more advanced if game mechanics are popular. I am also working with some other people on their games.
The thing is that not everyone has the time, money, or capability to make games. I suspect that in the case of MMO players, its generally time or capability, cause obviously if they are bored with current MMOs they spent a lot of time playing.
Some people will never be in a position to do more than post on forums.

Time can be handled by breaking tasks down into smaller bits, individuals take on only what they have the time for.
Money? That's easier to deal with than a lot of problems.
Capability? The tools and infrastructure can be provided, but it will be up to the individual to develop the necessary skills. Personally I think there are a lot of people here with experience that would directly correlate to producing a game, if only they were given the opportunity.

First, the intention was to see if people are interested in new ideas.
Second, to see if many people like my ideas (my friends like them, or so they say :P that's not enough).
Third, I'm not a programmer, and do not have the time to learn any coding skills, I live in a small country with no big studios, so on the back of my mind always was a thought that someone may be interested to use my ideas (of course, I have more of them scribbled already :P) in a new game.
Any enterprising individual or company who is in need of such things is welcomed to contact me.
